Abstract

The article describes the role of the gross regional product (GRP) in the scenario forecasting of regional economy development using the pilot region - Sakha (Yakutia) Republic - as an example. The special attention is paid to the compatibility of statistical information obtained at the federal and regional levels in order to ensure the consistency of relevant forecasts. The scope and direction of gross regional product changes were estimated with regard to the transition to new GRP methodology due to the recalculations of the System of National Accounts (SNA) indicators for 2011-2014 at the federal level launched by the Federal State Statistics Service (Rosstat) in 2015. The results of the experimental correction of GRP according to the new methodology, which are necessary for the forecast of the Republic of Sakha (Yakutia) socio-economic development for the period of up to 2035 in accordance with the scenarios - basic, conservative and targetoriented, - are presented. The recalculation of the Sakha (Yakutia) Republic' GRP physical volume dynamics under each scenario has been made taking into account the expected methodological changes.

Abstract

The article is focused on the issues of users' competence when dealing with statistics on migration. An attempt is made to explain the reasons of current unsatisfactory situation, including those associated with the state of training and methodological literature on statistics of population and demography. The textbooks most often do not provide complete description of the sources of data on migration, indicators of migration are associated mainly with statistics of flows, and the statistics of migrant stocks often remains in the shadows. The users demonstrate careless attitude towards the definitions of migrants in different sources of statistics, confusion of categories, choice of irrelevant data. The findings are illustrated with examples from textbooks, mass media, etc.

Abstract

This article contains generalized findings of authors’ research which is oriented on the creation of typology of financial market information space. Research purpose is the assessment of regional investment climate through the identification of the key types of information streams. The technology of the portfolio analysis [modified BCG matrix (Boston Consulting Group)] was used as an analytical tool for complex statistical research. The approach compares two classification attributes - «reliability» and «availability» of information. The article results lie in pre-classification, description and grouping of types of behavior patterns of economic entities in financial market information space. The dual nature of investment behavior of economic entity in financial market information space was disclosed. In financial market information space the food and beverage companies of the Novosibirsk region were classified. The received results can be used for assessment of regional investment climate.  Data used for research purposes was received from official statistics and from specialized information-analytical databases.

Abstract

Population aging is a current demographic trend typical of most countries, including Russia. At the same time, the spread of universal access to information technology increases the number of Internet users including the elderly. Although information technology makes a positive overall impact on the social and labour activity of the elderly, the growing number of older Internet users in Russia is still relatively low. The objectives of the study are to analyze specific features of Internet use among the Russian elderly and to determine the stimulants and deterrents. The study is based on the data from the Russian Longitudinal Monitoring Survey - Higher School of Economics (RLMS HSE) for the period of 2009-2015. The main aim of RLMS-HSE is to monitor the effects of Russian reforms on the health and economic welfare of households and individuals in the Russian Federation. The RLMS-HSE has been carried out from 1994. It includes the series of annual surveys of over more than 4000 households and 10000 individuals every year. The questionnaire comprises questions on the respondents’ standard of living (income, expenditures, etc.) and takes into account personal characteristics (gender, age, level of education, etc.). The data of RLMS-HSE has a panel structure allowing to monitor various aspects of individuals’ activities throughout a long period. The sample comprises the elderly respondents of both genders (men aged 60+ and women aged 55+). The econometric analysis revealed that single elderly people are more likely to use Internet compared with retired persons living with family members. Also, the findings show that a household with a PC and/or Internet increases the chance of their usage by the elderly members of the family. However, the findings disprove the hypothesis that a joint dwelling of the elderly with children of 10-15 years of age improves the chance of Internet use by the former.

Abstract

The article focuses on the questions of methodology and practical organization of the All-Russian agricultural census of 2016 (using the example of the Orel region). The author analyzes the program of the agricultural census and the reduced list of indicators included in the questionnaire, in connection with the optimized financing. The paper describes the problems associated with selecting and organizing the work of census staff, compiling the lists of census objects, clarifying records on land resources and other organizational and methodological issues of preparing and conducting an agricultural census; proposals for solving the abovementioned challenges and problems are formulated.

Abstract

The authors discuss changes in the size, age and sex composition of the Far Eastern Federal District and Khabarovsk territory population during 1991-2015. The factors that caused outflows of population beyond the Far East have been described. The article presentsstructure analysis of migration flows in the Khabarovsk Territory in comparison with other regions of the Far East. The role and importance of intraregional migration flows, migration interaction with the federal districts of Russia and external migration (CIS and far abroad countries) in the population change of the Khabarovsk Territory have been analyzed. The results of the Petropavlovsk fond’s study «Social well-being of the Amur Region’s residents» have been analyzed. The main factors shaping the migration behavior of the population have been described. The proposals for the consolidation of the population in the Far East have been formed.

Abstract

The author reviews main E. Engel's achievements in the theory and methodology of statistics, his principle of publicity and the role of the German state in the organization and centralization of official statistics; the validity of the problem of obtaining reliable data for population censuses and surveys is associated with the regulation of the relations between the statistics and the society. The article demonstrates E. Engel's role in the reformation of the German statistics: in the transition to collecting data directly from households; method of recording using cards; understanding of statistics as a scientific discipline and as an applied apparatus without which public administration is impossible. The last work of Engel is estimated as the forerunner of the modern family economy.
