QUESTIONS OF METHODOLOGY

Abstract
Methodological questions of developing the system of statistical indicators necessary for efficient monitoring of the State program «Information Society» for 2011-2020 (hereinafter referred to as the Programme) are reviewed. The situation concerning building of the information society in the Russian Federation is characterized; the issues of information support of calculating recommended statistical indicators are described; suggestions for the methodology for calculating indicators and guidelines for improving the current list of indicators used in the Programme are being considered. The authors propose to expand the existing list of indicators with those, to be specific, that monitor the level of security of the information society.

Abstract
The article is devoted to the methodological and practical issues of statistical measurement of innovations in the services sector. Specific traits of service sector as an object of the statistical observation were studied taking into consideration the modern international standards. Main stages of development of the national methodology for innovation activity survey are examined; definitions of key terms and concepts specified for this sector of the economy are explained. The authors carried out comprehensive analysis of the resource component and effectiveness of innovative activity of service organizations with a description of the priority types of innovations in the sectors of communication and information and communication technologies.

Abstract
The authors of this article quality assessment of the information collected in the Russian Federation on population mortality in order to ensure reliability and international comparability of data of the important section of demographic statistics. The study was conducted within the framework of the tasks in reforming information support of the implementation of the Russian healthcare modernization program aimed, in particular, at changing the unfavorable trends in morbidity and mortality, which play a major role in the current demographic situation.

The results of the mini-survey on reproductive health of population in Minsk held by the author are presented. Output data is analyzed, main directions for using of the information obtained while developing state social programmes are reviewed.

Abstract
A method for calculating indicator of tourism consumption in the constituent entity of the Russian Federation is suggested, it includes data processing algorithm forms of federal statistical observation and surveys of tourists, hotels and transport terminals. Quantitative estimates of tourism consumption and its shares in total consumption volume of specific tourism products and services which were obtained as a result of testing these statistical tools in Yaroslavl region in 2013 by economic activities are presented.

Abstract
The article attempts to justify the classification of economic activities in tourism. In regard to the unresolved, according to the author, the problem of classification of economic activities in the tourism industry as a collective difficulties arise in a number of practical management issues. For example, it is not clear how to define the levels of tax receipts from the tourism industry in the consolidated budget of the Russian Federation. On the basis of international recommendations the structure of the tourism sector of the economy is presented. Suggested is the variant of correspondence table, which provides a link between international and Russian grouping of economic activities in tourism. Are given the Recommendations on the use of correction coefficients that take into account the share of tourism in the activity of enterprises of different industries are given.

Abstract
The article presents a new method for updating macroeconomic data matrices based on development of RAS multiplicative model and application of GLS principle. The notions of angular and homothetic measures of matrix similarity are introduced. Analytical solution of conditional minimization problem for the homothetic measure is derived. Framework for analysis of the sensitivity of the solution to small changes in target matrix marginal totals is presented. A decomposition algorithm for updating higher dimensional matrices is described. The developed method allows to generate multiplicative models of target matrices with much more compact distributions of coefficients in comparison with the RAS method.

Abstract
The article presents results of a comparative analysis of trends of the global and domestic meat markets: worldwide trend were identified as well as specific features of the Russian market. Using multivariate statistical methods a comprehensive analysis of the place Russia has in the global meat market was conducted, regional characteristics of meat production and consumption in the country are also identified. According to results of multivariate classification of major meat producing countries, the Russian Federation has entered into a cluster with a low competitive position in the global market. The results of this study may contribute to the development of regionally-oriented policies to support domestic producers of meat.
