Statistics on Citizenship Acquisition as a Reflection of the Peculiarities of the Russian Migration Policy
Abstract
The article discusses the possibilities and limitations of the Russian statistics of admission to citizenship in the context of Russian migration policy research. The author explores the main types and sources of data as well as the indicators reflecting the composition of new citizens of Russia by the country of the previous residence and by the main grounds of admission to citizenship. Through the prism of administrative statistics of admission to citizenship of the Russian Federation, the author assesses the nature of Russia’s migration policy in the post-Soviet period and makes conclusions about an unreasonably broad implementation of simplified procedures for admission to citizenship and weak selectivity of migration policy. The article also considers the issues of granting citizenship through the foreign missions of the Russian Federation. Possible approaches to the calculation of naturalization rates on the basis of available data in Russia are discussed, the quality of statistics on long-term international migration in Russia is also assessed. The conclusion is made about the need to develop administrative statistics on the acquisition of citizenship, as well as the more efficient use of the possibilities of Rosstat in terms of inclusion of questions about the way of naturalization into the programs of population census and sample surveys.
