Abstract
At the 43rd Session of the UN Statistical Commission (2012) was adopted as an international standard the Central Framework of the System of Environmental and Economic Accounting (SEEA), which is a guide for implementation of this System on statistical practice. The SEEA Central Framework reflects the outcome of long-term work on linking indicators of natural resources, natural resources use and protection of the environment with the aggregates and accounts of SNA. Analysis of some materials of this Central Framework is presented in this article.

Some methodological approaches to creating a system of derived indices, necessary for assessing the satisfaction of the population with the quality of state services are developed. Statistical tools for measuring the relevant indicators are suggested.

Abstract
The article presents the results of statistical and econometric survey on fertility in the Sverdlovsk region. Based on the analysis of fertility time series it is concluded that Ural federal district as a whole and the Sverdlovsk region in particular have an increased demographic potential. The method of structural decomposition of the time series of monthly fertility gave an opportunity to estimate trend, seasonal and irregular components in its dynamics and to identify the features of reproductive behavior of the population in the Sverdlovsk region.

Abstract
This article provides a review of international experience of the GIS implementation in the population census in the logic of its main stages, as well as recommendations for the gradual implementation of the GIS in the next population censuses in Russia. Approaches towards creation of spatial address databases in the preparatory phase, use of tablet computers and positioning systems during the census, cartographic visualization of census at the stage of distribution are amplified. The questions of census data confidentiality are discussed.

Abstract
The article examines regional differentiation of indicators of the level of the housing sphere development in Russia. Regions (constituent entities) of the Russian Federation are subdivided by rank and type, by five indicators: level of provision of the population with housing, housing construction, share of dilapidated housing, ratio of dwellings with basic communal utilities, coefficient of housing affordability to people in the secondary market. On the basis of these indicators the authors constructed an integral rating of the regions and separated regions-leaders, medium regions and outsiders.

Abstract
The article presents a method of integral evaluation of the provision of population with quality housing. The singularity of this approach lays in non-linear transformation of indicators to partial indices on the basis of the Harrington function with their subsequent combining into a generalized indicator on the results of factor analysis. The method was tested on the example of regions of the Central federal district.

Abstract
The article provides the history of the founding and development of the Russia statistical journal (before 1994 it was entitled - «Vestnik Statistiki»), its role in the organization of state statistics and solving of scientific and methodological problems of statistical measurement within the framework of the history of national statistics as a whole and official statistics in particular. The continuity of the journal «Vestnik Statistiki» with its modern format «Voprosy Statistiki» which continues to be the only national specialized monthly statistical journal.
