Исследование базируется на методике, широко используемой А.  Каном, Ш. Камерман, Дж. Дитчем, Дж. Брэдшоу при сопоставлении систем детских пособий  в разных странах. Хотя метод модельных семей не лишен недостатков, поскольку он  отражает то, какие пособия должны выплачиваться семьям, а не то, какие пособия они  получают на самом деле, но все же он позволяет формировать оперативную информацию о  системах детских пособий в регионах России и их характеристиках, а также представление  об их сходстве и различиях. Как указывается в статье, в России анализ пакетов детских  пособий проводили Н. Овчарова, Д. Попова и др. Вклад автора в изучение данного вопроса  состоит в том, что осуществлено статистическое исследование пакетов детских пособий,  предоставляемых на региональном уровне. Автор исходит из понимания пакета детских  пособий как совокупности всех трансфертов, направленных на поддержку семей с детьми  (за исключением единовременных выплат, не влияющих на уровень текущего благосостояния); при этом так называемые модельные семьи различаются уровнем доходов  и демографической структурой (семейные пары и одинокие матери с разным количеством детей). В статье прокомментированы количественные характеристики пакетов детских  пособий для ряда модельных семей из 37 регионов России. В результате сравнительного  анализа уровня выплачиваемых пособий на детей (как в абсолютном выражении, так и в  отношении к величине прожиточного минимума и средней заработной платы) определены  типы семей, которые в первую очередь выигрывают от существующей системы детских  пособий в регионах, а также те, которые остаются незащищенными от бедности.</p></abstract><trans-abstract xml:lang="en"><p>This article focuses on comparative analysis of child benefits paid in Russia at the regional level. The research is based on methods widely used by Alfred Kahn, Sheila Kamerman, John Ditch, Jonathan  Bradshaw et al. for comparative analysis of child benefit systems in  different countries. Although method of model families is not free  from some weaknesses (because it gives information on benefits  that families should receive rather than information on benefits that  they actually get) still it provides recent data on characteristics,  similarities and differences of child benefit systems of Russian  regions. Previously child benefit packages in Russia were analyzed  by several researches - Lilia Ovcharova, Daria Popova, etc. The  author contributed through conducting statistical study of сhild  benefit packages paid at the regional level. These packages include  all transfers targeted at families with children (except of lump-sum benefits which do not significantly affect family welfare). It is stated that model families differ in earnings level and demographic  structure (couples or single mothers, with different number of  children). The article comments on quantitative characteristics of  child benefit packages for a set of model families from 37 regions.  Comparative analysis of the level of child benefits (in absolute terms  as well as to the minimum subsistence level and average wage)  allows to determine which types of families are first to gain from  regional child benefits systems and which remain vulnerable to the  risk of poverty.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>детские пособия</kwd><kwd>пакеты детских пособий</kwd><kwd>модельные семьи</kwd><kwd>регионы России</kwd></kwd-group><kwd-group xml:lang="en"><kwd>child benefits</kwd><kwd>child benefit packages</kwd><kwd>model families regions of Russia</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Kamerman S.B., Kahn A.J.
