Предлагаемая статья посвящена изучению инновационного потенциала регионов Российской Федерации. Статистическое изучение инновационных процессов на региональном уровне является весьма актуальным, так как от инновационной активности и восприимчивости региональной экономики в конечном итоге зависит стратегическая конкурентоспособность России. Для реализации эффективного управления инновационной деятельностью территории необходима реальная оценка уровня инновационного потенциала как на определенный момент, так и в динамике. В статье рассмотрено понятие инновационного потенциала региона с целью его дальнейшего изучения при помощи статистического инструментария, проанализированы различные методики его расчета, предложенные в экономической литературе, дана их сравнительная характеристика. Задача исследования - разработка простого, но достаточно эффективного инструмента, позволяющего но основе общедоступной информации сравнить уровень инновационного развития отдельных территорий. С использованием опыта построения глобальных индексов, характеризующих инновационное развитие, в частности Глобального индекса инноваций (GII), предложена методика оценки инновационного потенциала территорий путем построения Регионального индекса инноваций (РИИ), основанная на анализе компонент инновационного потенциала и факторов, его определяющих. На основании официальной статистической информации и данных Центробанка России рассчитан РИИ в виде интегрированного показателя по схеме «первичные показатели агрегаты региональный индекс», а на его основе проанализирован инновационный потенциал регионов. В качестве объекта исследования были выбраны регионы Центрального федерального округа. Применены специальные статистические процедуры, направленные на нормализацию распределения переменных. В отличие от многих аналогичных разработок рассчитана степень надежности архитектуры Регионального индекса инноваций. Изучены также динамика индекса и причины колебаний инновационной активности территорий.
This paper provides the study of innovative capacity of regions of the Russian Federation. Statistical study of innovation processes at the regional level is highly relevant, as innovative activity and receptivity of the regional economy ultimately determine strategic competitiveness of Russia. The implementation of effective management of innovative activity of areas requires a realistic assessment of the level of innovative capacity both at some point of time and in dynamics. The article discusses the concept of the innovative potential of the region for further study using statistical tools, analyzes different methods of calculation proposed in the economic literature, their comparative characteristics. The objective of this study is to develop a simple but effective tool that allows the level of innovative development of individual territories to be compared on the basis of publicly available information. Using the experience of building global indices that characterize the innovative development, the Global innovation index (GII) in particular, the methodology of estimation of innovative capacity of the territories by constructing the Regional innovation index (RII) based on the analysis of component of innovative potential and its determining factors is proposed. Based on official statistics and data of the Central Bank of Russia RII is designed as an integrated indicator in a «primary indicators - aggregates - regional index» frame. The innovative potential of regions is reviewed basing on this index as well. The regions of the Central Federal district were chosen as the object of the research. Some special statistical procedures were applied to normalize the distribution of variables. Unlike some similar research the reliability level of architecture of the Regional innovation index was calculated. The dynamics of the index and fluctuations in innovative activities in the territories were studied too. The proposed methodology distinguishes apparent simplicity, versatility and direct semantic relationship with the already-established approaches. All this allows it to be considered as a practical tool for the study of innovation processes in the regions of the Russian Federation.
