Исследование основано на данных опроса, проведенного в 2024 г. в рамках проекта «Развитие статистики СНГ», и охватывает опыт национальных статистических служб и методологические подходы международных организаций, таких как ПРООН, Евростат и Всемирный банк. Особое внимание уделяется применению метода Алкаер – Фостера для расчета Индекса многомерной бедности, оценке индикатора риска бедности и социальной исключенности (AROPE) в соответствии с европейскими стандартами, а также подходу Всемирного банка (MPM), который интегрирует монетарные и немонетарные аспекты оценки.Проведенный анализ выявляет значительные различия в выборе индикаторов, критериев и пороговых значений, предопределенные социально-экономическими условиями и государственными приоритетами стран региона. Полученные результаты способствуют более глубокому пониманию многоаспектности бедности и выявлению направлений для гармонизации подходов к ее измерению, что имеет важное значение для совершенствования государственной политики и разработки стратегических программ социально-экономического развития.Подчеркивается необходимость дальнейшей интеграции результатов оценки многомерной бедности в механизмы формирования целевых мер социальной поддержки населения.</p></abstract><trans-abstract xml:lang="en"><p>The article offers a comprehensive analysis of modern methodological approaches to measuring multidimensional poverty in CIS countries. The study is based on data obtained from a survey conducted in 2024 as part of the «Development of CIS Statistics» project.It examines the practices of national statistical agencies and methodological approaches of international organizations like UNDP, Eurostat, and the World Bank. Particular emphasis is placed on the application of the Alkire – Foster method for calculating the Multidimensional Poverty Index, the evaluation of the At Risk of Poverty or Social Exclusion (AROPE) indicator following European standards, and the World Bank’s approach (MPM), which integrates both monetary and non-monetary dimensions.The analysis reveals significant discrepancies in the selection of indicators, criteria, and threshold values, reflecting the socio-economic conditions and developmental priorities of the region's states.
